. ABSTRACT The article aims to use the concept of international networks to understand the two important aspects of Cold War diplomacy – external integration and inter-power networks. The current year is marked by increasing internationalisation and growing inter-power networks in the international system. Cold War networks were formed to cope with the advent of the Cold War and its concomitant developments of nuclear weapons. At the same time, these networks played a major role in facilitating and even producing the process of international integration. This article examines how the Cold War networks contributed to the process of integration and to international security by ensuring the continued cooperation of western democracies in a post-Cold War era. The theoretical framework for the analysis of Cold War integration networks is provided by the theories of international networks, which focuses on three aspects of international integration. First, it explains how the expansion of the number of actors and the complexity of their interactions increase the degree of global interdependency. Second, it explores the types of interactions that can be produced by the formation of international networks, and the way in which these relationships impact on the nature of integration. Finally, the article shows how the level of international integration in different international contexts affects the nature of the Cold War networks and the way they work. INTRODUCTION The most commonly used and significant terms to describe international networks are actors, networks and interactors (Holland 1988). Traditionally, actors were considered as the groups of states participating in the international system, and networks were characterised as the structured networks of bilateral relationships between states. Most analyses of international networks focused on the role of actors in the international system, and the influence of these networks on states' interactions. The issue of networks has recently gained prominence in the research on international politics (Baylis 1991; Harris 1991; Ruggie 1992; Baylis et al. 1992; Baylis 1996; Baylis 2000). Furthermore, the concept of networks has been shown to be more useful than the concept of states. Baylis and Baylis (2000) claim that the problem of dealing with networks is to explain how relationships between the different states in the international system are structured and how the individual states have their individual roles in this process. In the analysis of international networks, the concept of interactors comes in. Interactors have been defined as the non-state actors in the international system. They are the individuals, groups and organisations that use the network structure to influence the state's policy positions (Baylis and Baylis 2000
